Stonegate Group applied for outline planning permission for the site at the rear of Westhoughton's White Horse on December 1.
The applicant, Morris Homes, applied for planning permission for land to the north of Radcliffe Road two and a half years ago.
The applicant, Parata Property, took out an application for a site on Burnmoor Road at the start of this year but took back the application on April 18.
Stonegate Group said a statement by GMB Union making out hundreds of its sites could close was "misleading".
