A boy killed in a hit-and-run collision has been named as 12-year-old Bilal Raffey Khizar.

The Independent Police Complaints Commission (IPCC) is now investigating the incident, which happened at around 7pm last night on Rooley Lane, Bradford, shortly after a red coloured Seat Ibiza had sped away from police.

Mourners have gathered at the scene this afternoon to lay flowers and pay their respects to Bilal. The road remains partially closed.

The Seat had stopped in a lay-by on Rooley Lane. As officers got out of their police vehicle to speak to the driver, the car immediately made off at speed along Rooley Lane.

Officers got back into their car and followed it.

Shortly afterwards, the vehicle collided with Bilal on a crossing close to the Asda store.

Because the collision happened immediately after police contact, with officers in initial pursuit, the IPCC have been contacted and one of their investigators has attended the scene to undertake their independent assessment into the police role.

West Yorkshire Police detectives have responsibility for the criminal investigation.

A West Yorkshire Police spokesman said: “This is the usual and agreed procedure into such incidents.”

The vehicle did not stop and continued onto the Chain Bar roundabout on the M606 where it collided with two other vehicles.

The vehicle was later recovered on Westfield Lane, Wyke.

Two people have been arrested overnight as a result of police enquiries. Enquiries however, remain at a very early stage.

Detective Superintendent Mark Ridley of the Homicide and Major Enquiry Team who is leading the investigation, said: "This is a tragedy for the family and they are absolutely devastated. Specially trained officers are currently working with them. I am appealing directly to anyone who saw the vehicle being driven or the incident to get in contact.

"I need the community to come forward and tell me what has happened and what they have seen to help bring justice to the family."

An IPCC spokesman said: “The IPCC is investigating the actions of police officers prior to a fatal collision between a suspect vehicle and a 12 year-old boy in Bradford yesterday evening.

“Initial police information indicates that officers in a marked police car stopped a red Seat Ibiza in a lay-by on Rooley Lane for a check, but the vehicle then drove off at speed. From police information, officers then attempted to pursue the Ibiza but lost sight of it and, after the suspect vehicle was involved in a further collision with other vehicles, it was later recovered in Wyke.

“The IPCC has deployed additional investigators this morning to begin an independent investigation which will examine the initial stop of the Seat Ibiza by officers, their interaction with the occupants, and the ensuing attempted police pursuit.”

Any witnesses are asked to contact police on 101 or Crimestoppers on 0800 555111.
