A man was seen sat in his car, wearing nothing below the waist and performing a sex act across the road from a mosque.
The town's magistrates heard two female pedestrians witnessed Fazal Khan's behaviour at 3.20pm on Randall Street, Blackburn.
Khan, aged 44, of Aberdare Close, Blackburn, pleaded guilty to causing a public nuisance. He was made subject to a curfew between 2pm and 7am for three months, ordered to pay £150 compensation to each of the witnesses, £160 costs and £60 victim surcharge.
Catherine Allan, prosecuting, said the two witnesses were walking along Randall Street. As they passed a car parked opposite the mosque with the driver's side window down, they clearly saw Khan.
She said: "It was a busy time of day. Afternoon prayers had just finished at the mosque and a local school was due to be let out. One of the witnesses called him dirty but he didn't seem bothered. He carried on."
