A third man has been charged over the death of a 33-year-old who was shot in the head while sitting in a car.
West Midlands Police said 24-year-old Jaspal Rai, of no fixed address, is due before magistrates in Dudley.
Rai, formerly from the West Bromwich area, was detained in Belgium under a European Arrest Warrant on January 9 over the shooting of father-of-one Carl Campbell.
Two men have already been charged with murdering Mr Campbell, who was shot dead in West Bromwich High Street on December 27.
Mohammed Humza, 19, and Vikesh Chauhan, 24, from the West Bromwich area, appeared in court last month.
Mr Campbell, of Low Hill, Wolverhampton, was described by his family as a "much-loved son, devoted father and beloved brother who was always there for his family and friends, especially his beautiful baby boy and his younger brothers".
