OPPOSITION is growing over plans to convert a disused mill into student flats in Blackburn.
Businessman Shokat Dalal has applied to change the use of the derelict site in Devonport Road, off Preston New Road, into a 48-bed halls of residence with a wholesale warehouse in the basement.
But Blackburn College has refused to back the scheme and a 64-signature petition from residents objecting to the plans has been sent to the planning department.
Councillors previously refused a bid from Geloo Brothers Ltd to turn the former Time Computers office into a private school for boys in May 2002.
Plans for the Blackburn Boys High School were rejected on the grounds of increased noise and cars parking and waiting in the area.
In January last year, Mr Dalal submitted a change of use application from industrial and storage into a halls of residence, storage and retail use.
But once again people objected on the lack of car parking spaces and the operation of a retail store and the application was withdrawn.
Under the refined plans, the building would accommodate no more than 48 students and a warden would live on the ground floor to monitor behaviour.
But Derek Heap, deputy director of resources at Blackburn College, which covers student accommodation, said: “This isn't the first time plans have been submitted for that site.
"An application 18 months ago was refused.
"We had a meeting a few months ago but we decided not to support it.
“The property was too cramped and there were concerns about parking in terms of controlling it."
Mr Dalal declined to comment on his plans.
The petition is due to be discussed at a meeting of the planning committee tomorrow night before a decision is taken in the next few weeks.
